Marcel Côté is a senior partner at Secor, a Montréal-based management consulting firm with offices in Toronto and Paris. An economist by training (Carnegie Mellon University, 1969), he has been active in the area of public policy throughout his career. He is currently chairman of the board of the Public Policy Forum.

Jalynn H. Bennett is president of Jalynn H. Bennett and Associates Ltd., a consulting firm in the areas of strategic planning and organizational development in both the public and private sectors. She holds a degree, specializing in economics, from the University of Toronto. She is a director of a number of publicly traded companies and serves or has served as a director of various public sector organizations. She has participated in many public policy consultations over the last 30 years.

Roger Gibbins is president and chief executive officer of the Canada West Foundation, a public policy research group based in Calgary. A political scientist by training, he was a faculty member at the University of Calgary from 1973 to 1998. He has served as president of the Canadian Political Science Association and is a fellow of the Royal Society of Canada.
